Dr. Gerrard P. Bushell is the executive chair of The New Terminal One development at JFK International Airport and the chair of CAG Holdings, the airport investment platform of The Carlyle Group. He brings a wealth of experience from business, government, and labor, combining expertise as a major financier of infrastructure projects and senior advisor raising capital. He is leading the corporation responsible for advancing a public-private partnership with the Port Authority of New York and New Jersey, valued at $7.2 billion, and delivering New Terminal One as a world-class business with a strong commercial enterprise offering top global retail brands, and transformational customer experiences. The project will execute forty percent community participation for local jobs and businesses, and minority and women-owned business enterprise goals beyond thirty percent.

He was appointed president and chief executive officer of the Dormitory Association of New York in 2015 by Governor Andrew Cuomo. He led the nation’s top issuer of infrastructure financing, and infrastructure project management, successfully executing beyond New York state's MWBE goals of thirty percent. Under Dr. Bushell’s leadership, DASNY issued more than $38 billion of municipal debt for public and private infrastructure projects across New York State for higher education, health services, science and technology, and government justice clients. DASNY is a builder with a construction portfolio valued at more than $6 billion.

Dr. Bushell came to DASNY as an accomplished investment advisor, having counseled leading institutional investors and raised private and public investment capital. He was a senior sales and client officer supporting investment solutions for Alcentra and Insight at Bank of New York Mellon, director in the Client Partner Group at KKR & Co., Inc., managing director at Arden Asset Management, and the head of institutional sales at the Legg Mason Company, ClearBridge Advisors, formerly Citi Asset management.

Dr. Bushell started his career in government and labor serving in senior roles for New York City comptroller H. Carl McCall, Councilwoman C. Virginia Fields, and District Council 37, AFSCME.

A graduate of Columbia University in both Columbia College and the Graduate School of Arts and Sciences, Dr. Bushell received a BA, MA, and PhD from the Department of Political Science.
